When to use it

Protection at rest: security settings, privacy features, admin roles. The bare shield is a category label; the check, x and exclamation variants turn it into a status. Heroicons only ships the status versions (shield-check, shield-exclamation) — there is no plain shield there, a small tell that it thinks in UI states rather than objects. Don't use it for security promises your product doesn't keep.
